Police officer charged with excessive force in Winnipeg

Officers were called to the Winnipeg airport for an alleged assault by an intoxicated person.

After an investigation, the Manitoba Independent Investigation Unit concludes that there are reasonable grounds to believe that an officer of the Royal Canadian Mounted Police (RCMP) committed a criminal offense by pressing his knee on the throat of a suspect.

The incident occurred on August 1, 2019, at Winnipeg's Richardson International Airport. Officers had been called for an alleged assault by an intoxicated person.

The man allegedly punched an officer in the face and groin after being handcuffed. He was then thrown and held to the ground by two gendarmes, including the charged officer.

The arrested man had complained of not being able to breathe in a video which was viewed during his trial.

Constable received a summons to appear on September 26 in Provincial Court in Winnipeg for assault under section 266 of the Code criminal, according to the statement from the Independent Investigation Unit.
