End of the BEI’s investigation into the muscular interventions of the SPVQ

The Independent Investigations Bureau (BEI) has completed its investigation into heavy-handed interventions led by a police officer from the Police Department of the City of Quebec (SPVQ). The report will be forwarded to the Director of Criminal and Penal Prosecutions (DPCP).

The BEI investigation focused on two incidents that allegedly occurred during police interventions at the exit of bars on the Grande Allée and in the District Saint-Joseph, a restaurant-bar in the Saint-Roch district.

In a video shot on the Grande Allée around November 20, widely broadcast on social media, we see an agent arresting a young man, shouting at him: Do you want me to gas you my ostie? before pushing him violently against a patrol car.

In the other video taken at the District Saint-Joseph, around October 17, we see three police officers intervening with; a man in a corridor leading to the toilets.

At a certain moment, one of the officers violently pushed the individual against a wall, on which the latter hits the head before being handcuffed. The man reportedly suffered injuries and a concussion, according to his spouse.

BEI spokesman Guy Lapointe confirmed to Radio-Canada that the investigation into the two Quebec files was completed and that they will be transmitted today to the DPCP.

The latter will have to determine whether or not charges will be brought against the 'agent.
