ISW: Putin ready to sacrifice Luhansk region to keep the south

The defeat of the invaders in Liman and the generally insufficient defense of the northeastern part of the front indicate that the south of Ukraine is much more important for Putin. This is stated in the report of the Institute for the Study of War (ISW).

Ukrainian and Russian sources constantly indicate that Russian troops continued to strengthen their positions in the Kherson and Zaporozhye regions, not counting the recent collapse of the Kharkov-Izyum front and encirclement Russian forces in the Liman area.

The decision not to reinforce the vulnerable front lines in Kupyansk or Liman was almost certainly made by Putin, and not by the military command, and indicates that Putin cares about holding the strategically important sectors of Kherson and Zaporozhye There are much more regions than about the Luhansk region. It is likely that the Russian Federation will try to use its control over ZNPP to put pressure on the IAEA in order to legitimize the illegal Russian annexation of the occupied Ukrainian territory by forcing it to recognize Russia's legitimate control over the ZNPP.
