Russian President Vladimir Putin may announce a new wave of mobilization in Russia during his speech in St. Petersburg on 18 January. This was reported by the American Institute for the Study of War.
Russian dictator spokesman Dmitry Peskov said that Putin will deliver a speech in St. World War II. Analysts have noted that Putin likes to use symbolic dates to address the Russian people, and some Russian military bloggers noted that he would use this opportunity to either declare mobilization or war on Ukraine.
Additionally, it was noted that that Russia is preparing an army for big wars. Thus, the head of the Russian Defense Ministry, Sergei Shoigu, said that he would comply with Vladimir Putin's directive on a large-scale military reform in the period 2023-2026. In particular, it is planned to renew the Moscow and Leningrad military districts, form a new army corps in Karelia, form new self-sufficient groupings of troops in the occupied territory of Ukraine and 12 mobile divisions.
«These and other reforms demonstrate Russia's intentions to reform the Russian armed forces to conduct large-scale conventional military operations in general, and not just for the current war against Ukraine», — the message says.
